I think untill fuether notice we need to put a ban on OC characters from Kohona. They have way more shinobi than any other village(while a mojoity of them are cannon) We need some OC from other places to even things out.

I know what you mean and appreciate the suggeston but i think it's unfair to say no you can't be from Konoha when so many people have been allowed to already. We were expectung this kind of ratio anyway and i think it reflects konoha's reputation as the most prosperous of the 5 nations.

Could we at least encourage more Genin characters because from what I understand from talking with Gaara, him and I have just about the only Genin characters on the whole site. I mean, theres nothing wrong with Jounin and Chuunin, but still, only three Genin on a site with 27 characters. Thats not a good ratio.
Personally I find it more fun starting off at the bottom and working my way up, but I understand that not everyone does. Still, we could afford to have a few more.

well we are trying to encourage genin by having more requirements to become jounin/chuunin and the ability to improve your characters more from a genin level and when we start the chuunin exams only genin will be allowed to enter so this ought to encourage more aswell.
I can't think of much else that is fair to do to discourage higher ranked characters. Any suggestions on that note?

Maybe require at least one Genin character before allowing a person to have a Chuunin and Jounin?

The rules now state you must have a genin character before you may play higher ranked customs so we're all good in that respect.
